Structural Dualism of Ukrainian Agriculture as a Challenge for the European Agrarian Model: Perspective of Integration with the EU

Aim of the work: The aim of the article was to assess the extent to which the structure of the Ukrainian agricultural sector corresponds to the principles of the European agrarian model, and to determine the conditions of integration with the European Union market that follow from this assessment.
Research method: A problem-oriented analysis was applied, combining a review of the relevant literature, institutional analysis, secondary analysis of statistical data of the State Statistics Service of Ukraine for 2020–2025, and secondary use of the results of a survey conducted among 627 Ukrainian farmers.
Key results: Ukrainian agriculture is marked by a deep structural dualism. Over 3.85 million individual farms form the foundation of national food security and of the vitality of rural areas, while a narrow group of corporate agriholdings conducts large-scale, monocultural, export-oriented production. The intermediate segment, comprising 19.9 thousand farming entities, does not constitute a third, autonomous logic but is distributed between the two poles: 89% of them operate on up to 500 ha and function in a manner resembling individual farms. Five risks that the agriholding logic poses to the European agrarian model were identified.
Main conclusions: The real challenge of integration is not competition from Ukrainian agriculture as such, but the collision of the agriholding logic with the multifunctional and sustainable agrarian model that the European Union has built through the Common Agricultural Policy (CAP). This conflict is normative rather than economic. Safe integration requires three interrelated conditions: full harmonisation of standards, reform of the CAP equipped with anti-concentration mechanisms, and strengthening of the Ukrainian individual (including farming) agricultural sector.
