Zmiany własnościowe użytków rolnych w wybranych krajach Europy Środkowej

Abstrakt

Celem opracowania jest ocena wybranych zmian w rolniczym użytkowaniu ziemi pod wpływem procesów prywatyzacyjnych w Czechach, Słowacji, Rumunii i na Węgrzech. Badanie dotyczy przede wszystkim zjawiska rozdrobnienia własności i użytkowania gruntów rolnych. Analizowane kraje przyjęły podobną koncepcję prywatyzacji i restytucji majątku ziemskiego, ale efekty tych procesów były zróżnicowane. Rezultatem zmian własnościowych był przede wszystkim dynamiczny wzrost liczby indywidualnych gospodarstw rolnych. Proces ten miał szczególne natężenie na Węgrzech i w Rumunii. Od kilkunastu lat obserwować można jednak w tych krajach ubytek liczby gospodarstw rolnych oraz wzrost znaczenia dużych przedsiębiorstw produkcyjnych. Z kolei w Czechach i na Słowacji pomimo prywatyzacji gruntów pozostały one w zarządzaniu dużych holdingów i spółek produkcyjnych. We wszystkich badanych krajach kształtuje się dominująca rola dużych gospodarstw produkcyjnych. W Czechach, na Słowacji i częściowo na Węgrzech, drobni właściciele dzierżawią grunty dużym holdingom produkcyjnym, dzięki czemu fragmentacja własności nie spowodowała rozdrobnienia użytkowania ziemi. Natomiast w Rumunii doszło do bardzo dużego rozdrobnienia własności i użytkowania gruntów, co obniżyło efektywność i konkurencyjność tamtejszego rolnictwa.
